ORDERS OF THE DAY:
Setting the Agenda: City Manager Frank Goodroe indicated he would like to add the furnace replacement at the community center and Mayor’s Exchange Day to the Agenda. Councilwoman Kathie Knoblauch indicated she would like to add discussion of future agenda items to the Agenda. 743631: Motion by Mark Knoblauch, seconded by Dennis Smoke to add furnace replacement, Mayor’s Exchange Day, and discussion of future agenda items to the Agenda, CARRIED 7-0 by roll call vote.
Minutes: 743632 Motion by Kathie Knoblauch, seconded by Bill Hartmann to approve the minutes of January 9, 2007 and place them on file, CARRIED 7-0 by roll call vote.
PUBLIC COMMENT: Commissioner Rob Hall updated the Council on some of the items the County Commissioners are working on. Mr. Hall indicated that Larry Gould offered years of experience to the County Commission and will be truly missed. The Commissioners have signed a Resolution regarding Dairy Farms and the possibility a of mandatory permit system. The County has hired someone to work on a county-wide GIS. Municipalities are encouraged to join in the county effort.
NEW BUSINESS:
City Website: City Manager Frank Goodroe indicated to Council that the City’s website is in the process of being updated. The blog sites for the Librarian and City Clerk have been deleted. Various other new items will be posted in the near future. Mr. Hall, the website master, was present to take photographs of the Department Heads and the Council members. Mr. Goodroe advised Council that he is looking into having the City Code put on the website. The estimated annual cost is $400.00. He will also be looking into the possibilities of allowing people to pay for city services via credit card or debit card. 57
743633: Motion by Mark Knoblauch, seconded by Bill Hartmann to direct the City Manager to move forward with creating a link to access the city code of ordinances on the web, CARRIED: 7-0 by roll call vote.
APPOINTMENTS: Local Officers Compensation Commission: City Manager Frank Goodroe advised Council that the Local Officers Compensation Commission has three openings. Virginia Driskill, Lee Ann Minton, and Dale Valas have all expressed an interest in serving on this board. All three individuals meet the criteria required to serve this Board. 743634: Motion by Jim Steele, seconded by Jerry Tanner to appoint Virginia Driskill to the Local Officers Compensation Commission with a term expiring April, 2011, Lee Ann Minton to the Local Officers Compensation Commission with a term expiring April, 2010, and Dale Valas to the Local Officers Compensation Commission with a term expiring April, 2007, CARRIED: 7-0 by roll call vote.
REAPPOINTMENT: Local Development Finance Authority: City Manager Frank Goodroe indicated to Council that the LDFA has recommended the reappointment of Rick Moreno to their Board. Mr. Moreno meets all the minimum requirements to serve the LDFA. If reappointed, his term will expire in December, 2010. 743635: Motion by Mark Knoblauch, seconded by Bill Hartmann to reappoint Rick Moreno to the Local Development Finance Authority with a term to expire in December, 2010, CARRIED: 7-0 by roll call vote.
RESIGNATION: Mark Knoblauch Recreation Advisory Board: City Manager Frank Goodroe advised Council that since Mr. Knoblauch was elected to Council at the November, 2006 election, he will no longer be eligible to serve on the Recreation Advisory Board. 743636: Motion by Dennis Smoke, seconded by Jerry Tanner, to accept the resignation of Mark Knoblauch from the Recreation Advisory Board with thanks and regret, CARRIED 7-0 by roll call vote.
SERVICE AWARD: Chief Charles Weir – 15 Years: Mayor Lee Daugherty presented Chief Weir with a 15 Year service award. The Council expressed their appreciation to Chief Weir for his dedicated service to the City of Hudson.
PERMISSION TO BID: S. Church Street: City Manager Frank Goodroe advised Council that the S. Church Street project is ready to be bid. The grant agreement has been signed and the State Historical Preservation Office has indicated the projected will not adversely affect the area. City staff is in the process of advertising various notices pursuant to the environmental review requirements. Mr. Goodroe indicated that the City has received permission from the State of Michigan to begin advertising and requesting bids for this project. 743637: Motion by Dennis Smoke, seconded by Mark Knoblauch to authorize the taking of bids for the S. Church Street project, CARRIED 7-0 by roll call vote.

Election Consolidation: City Manager Frank Goodroe reminded Council of the agreement the City of Hudson signed two years ago with the County Clerks Office, the surrounding municipal clerks, and the Hudson Area School District which allowed the City of Hudson Clerk to conduct all regular and special elections for the Hudson Area School District. The Agreement is only for a two-year period and needs to be reconsidered. City Clerk Kim Murphy updated the new Council members on election consolidation and the reasons for the agreement. There was much discussion among Council members. 743638: Motion by Dennis Smoke, seconded by Jim Steele to authorize City Clerk Kim Murphy to continue conducting the regular and special elections in the Hudson Area School District, CARRIED: 7-0 by roll call vote.
MML Legislative Conference – March 21, 2007: City Manager Frank Goodroe advised Council that the Michigan Municipal League Conference will be on March 21, 2007 and will be held in Lansing, Michigan. Anyone interested in attending should contact the City Clerk no later than February 6, 2007.
Michigan Week Activities – May 19-25, 2007: City Manager Frank Goodroe told Council that Michigan Week Activities will take place May 19 – 25, 2007. If Council is interested in conducting a Mayor’s Exchange we need to file our request as soon as possible. Council discussed the matter and advised Mr. Goodroe to move forward with planning a Mayor’s Exchange for this year.
EMERGENCY PURCHASE: Community Center Furnace: City Manager Frank Goodroe advised Council that during the power outage on January 7, 2007, the sump pump stopped working at the Community Center which caused some minor flooding in the basement. One of the two furnaces stopped working. DPW Supervisor Phil Goodlock brought in a repairman to fix the furnace. Unfortunately, the damage to the furnace was much more extensive than the water damage and has resulted in the need for a new furnace. Mr. Goodroe has authorized Phil Goodlock to obtain sealed bids for the purchase of a new furnace.
Agenda Items: Councilwoman Kathie Knoblauch asked what the process was to have and item placed on the Agenda for Council to discuss. Mayor Daugherty advised her that she should meet with the City Manager to discuss the item. The City Manager will then have the item placed on a future agenda for discussion.

CITY MANAGER’S REPORT:
There will be an open house for the City Manager on Tuesday, January 31, 2007, from 4:00 – 6:00 p.m. at the City Office. The business cards for the Council members have been printed and will be displayed in the lobby area of the City Office in the near future. Council will now have individual mailboxes in the City Office. A number of budget adjustments will be requested at the February 6, 2007 Council meeting. Michigan State University Extension Office is putting on a Citizen Planner Course for anyone interested in attending. If you are interested in attending, please contact the City Clerk. Frank Goodroe advised Council that he would like to start having work sessions to allow Council to discuss matters in a more informal environment. These meetings will be publicly noticed and will allow for an informal setting in which to discuss matters.
